National Institute for Health and Care Excellence – chairman

Sharmila Nebhrajani OBE has been confirmed as the new chairman of the National Institute for Health and Care Excellence (NICE) following the pre-appointment hearing on 10 March. Her appointment will be for 4 years from 25 May 2020.

The appointment will involve a time commitment of 2.5 to 3 days per week. Remuneration for the role will be at a rate of £74,000 a year.

This appointment is made in accordance with the Cabinet Office Code of Governance for Public Appointments. The regulation of public appointments against the requirements of this Code is carried out by the Commissioner for Public Appointments.

The appointment is made on merit and political activity played no part in the decision process. However, in accordance with the Code, there is a requirement for appointees’ political activity (if any declared) to be made public. Sharmila has not declared any political activity.

NHS Pay Review Body (NHSPRB) – member appointment, reappointment and extension, and chair reappointment

Anne Phillimore has been appointed as a member of the NHS Pay Review Body from 8 March 2020 until 31 July 2023.

Philippa Hird has been reappointed as chair and Patricia Gordon as member of the NHS Pay Review Body from 1 April 2020 until 31 July 2023.

Jonathan Wadsworth’s appointment as a member of the NHS Pay Review Body has been extended from 1 April 2020 until 30 June 2020.

The chair appointment will involve a time commitment of 15 days per year, plus preparation time for reading meeting papers. Remuneration for the role will be £350 a day for preparation and attendance of meetings. The member appointments will involve a time commitment of 15 meetings a year. Remuneration for the role will be £300 a day.

These appointments are made in accordance with the Cabinet Office Code of Governance for Public Appointments. The regulation of public appointments against the requirements of this code is carried out by the Commissioner for Public Appointments.

Human Fertilisation and Embryology Authority – Chair

Sally Cheshire CBE has been reappointed as Chair of the Human Fertilisation and Embryology Authority (HFEA) for 12 months from 1 April 2020.

The appointment will continue to involve a time commitment of 2 to 3 days per week. Remuneration for the role will be at a rate of £47,360 a year.

Independent Reconfiguration Panel – member

Diane Davies has been reappointed as a member of the Independent Reconfiguration Panel (IRP) for one year from 1 March 2020 to 30 November 2021.

The appointment will involve a time commitment of 2 to 3 days per month. Remuneration for the role will be at a rate of £300 per day.

Public Health England – non-executive member

Professor George Griffin’s term of appointment has been extended as a non-executive member of Public Health England (PHE) from 1 April until 30 September 2020.

The extension will continue to involve a time commitment of 2 to 3 days per month. Remuneration for the role will be at a rate of £7,883 a year.

The appointment is made in accordance with the Cabinet Office Code of Governance for Public Appointments.

British Pharmacopoeia Commission – member reappointments

Seven members have been reappointed to the British Pharmacopoeia Commission (BPC) from 1 January 2020. Dr Anna-Maria Brady, Dr Alison Gleadle (lay member) and Ms Sharon Palser (lay member) have been reappointed for 4 years. Dr Jon Beaman, Mr Robert Lowe and Professor Monique Simmonds have been reappointed for 3 years. Professor Alastair Davidson has been reappointed for 2 years.

The members are entitled to claim a fee of £325 per meeting (preparation and attendance). The time commitment is 3 meetings per year. Members will also be required to attend meetings of the Expert Advisory Groups (EAG) or Panels of Experts to which they are appointed. This will be for a maximum of 2 meetings per EAG each year.

NHS Blood and Transplant – non-executive directors

Jeremy Monroe and Keith Rigg’s appointments as non-executive directors of NHS Blood and Transplant (NHSBT) have been extended for 3 months from 1 March 2020.

Silla Maizey’s appointment as Chair of the NHS Business Services Authority has been extended for 12 months with effect from 9 September 2020 until 8 September 2021.

The appointment will continue to involve a time commitment of 2 to 3 days per week. Remuneration for the role will continue to be at a rate of £63,000 per year.

Tim Nolan and Andrew Flanagan’s appointments have been extended as non-executive directors of NHS Business Services Authority for 6 months with effect from 1 April 2020.

Karen Seth has been reappointed as a non-executive director of the NHS Business Services Authority from 15 September 2020 until 14 September 2023.

The appointments will continue to involve a time commitment of 2 to 3 days per month. Remuneration for the roles will continue to be at a rate of £7,883 per year, with Andrew Flanagan as Audit Chair remunerated at £13,137 per year.

Preferred candidate for Chair of National Institute for Health and Care Excellence (NICE)

Sharmila Nebhrajani OBE has been named as the government’s preferred candidate for the post of Chair of the National Institute for Health and Care Excellence (NICE). This decision was made following an open and rigorous recruitment exercise.

Matt Hancock, the Secretary of State for Health and Social Care, has today invited the Health and Social Care Committee to hold a public pre-appointment scrutiny hearing in March and report on the candidate’s suitability for the post. This is in line with proposals for scrutiny of key positions in which Parliament has an interest.

After a hearing, the committee will set out its views on the candidate’s suitability. The Secretary of State will then consider the conclusions of the committee’s report carefully before deciding whether or not to proceed with the appointment.

Sharmila is currently Chief Executive of Wilton Park but will be standing down from this role shortly. Formerly she was Chair of the Human Tissue Authority, Director of External Affairs of the Medical Research Council and Chief Executive of the Association of Medical Research Charities.

NHS Resolution – chair

Ian Dilks’ appointment as Chair of NHS Resolution (legally known as the NHS Litigation Authority) has been extended for 4 months from 1 April 2020.

The appointment will continue to involve a time commitment of 2 to 3 days per week. Remuneration for the role will continue to be at a rate of £63,000 per year.

This appointment is made in accordance with the Cabinet Office Code of Governance for Public Appointments. The regulation of public appointments against the requirements of this code is carried out by the Commissioner for Public Appointments.

Christopher Pilgrim has been appointed as Chair of the Review Body on Doctors’ and Dentists’ Remuneration (DDRB) for 3 years from 1 August 2019.

The appointment will involve a time commitment of 15 days per year, plus preparation time for reading meeting papers. Remuneration for the role will be at a rate of £350 per day.

Independent Reconfiguration Panel – chair

Professor Sir Norman Williams has been appointed as chair of the Independent Reconfiguration Panel (IRP) for 4 years from 1 October 2019. The IRP provides independent expert advice to the Secretary of State for Health and Social Care on disputed proposals for changes to services in the NHS in England, and offers ongoing support and guidance to the NHS and other organisations on achieving successful change.

The appointment will involve a time commitment of up to 2 days per week, including 6 meetings per year. Remuneration for the role will be at a rate of £36,780 a year.

Advisory Committee on Antimicrobial Prescribing, Resistance and Healthcare Associated Infection (APRHAI) – members

The following people have been appointed as members to the APRHAI from 17 June 2019 for 3 years:
